Context

S4 coefficients represent accelerator-only energy, while the estimator previously applied only a fixed PUE and had no explicit protection against future full-site double counting.

Impact

Adds explicit GPU/IT/full-site perimeter conversion. The default uses host/idle ratio 0.57 and PUE 1.12, applying the full-stack factor once; full-site coefficients skip conversion. --v1-method restores the previous GPU × PUE 1.1 behavior for comparison. Methodology metadata and documentation are additive.
