Update to comwatt-client 0.2.4 (typed exception hierarchy, is_authenticated(), backward-compatible).

0.2.4 pins requests>=2.32.4, which Home Assistant only ships since 2025.6 — older HA installs would hit an unresolvable pip conflict at integration setup. Declare that minimum in hacs.json so HACS does not offer the update to installs that cannot use it.

Part 3/3 — depends on the Python 3.13 test environment migration (previous PR in the stack).
